One who weaves in and out of traffic on the freeway with out signaling and cutting off drivers, who drives significantly higher than the speed limit, like 60 on city streets or 120 on the highway with a 65 limit, who drives in a way that is a risk to other drivers and would or has driven in the emergency lane (for broken down cars).
