This term originated when an app called Cartouch, which supposedly unlocks your car with your fingerprint but actually only creates a message box that says "your car has been unlocked", won first place at a hackathon, beating out much cooler machine learning projects.
He cartouched his app and still won 1st place, even though it had a copy pasted template GUI and just one if statement.
