1. A phrase originating in some insignificant upstate New York town that is used mostly as an acknowledgement of some fact regardless of whether or not said fact is actually fine.

2. A phrase used as a reiteration of somebody else's unintentional usage of the phrase.

1. Teacher: Let's have a test today!
Student: That's fine!

John: I hate you.
Jane: That's fine!

2. Student: Can I hand this in tomorrow?
