A Toby is someone who everybody hates for no apparent reason, despite the fact that they are a generally ok person. Nobody likes a Toby, as Tobys are boring and incredibly mild mannered. The phrase originates from the character Toby Flenderson who is portrayed by Paul Lieberstein on the US version of NBC's The Office.
