Sidewalk engineer
A pedestrian who stops and observes any large construction project out of curiosity, or entertainment. In New York City, some large construction projects even have openings or windows in the protective wooden fences to allow people to watch.
Philip always stops at construction sites to learn what is going on due to his curiosity. He's a real sidewalk engineer.
