To chelp- is to cry, a chelper is someone who cries, and chelping the act of crying. Usually directed at women.

Sexual act in which a man pinches his foreskin together to form a pocket, into which he urinates to create a balloon of urine reaching the size of a golf ball (sometimes as large as a billiard ball), whereupon he releases the urine onto the face of a willing participant.

Chelping is way better then golden showers. Its like a water balloon of piss hitting your face.
