1) The state of being of the given subject.
2) In some states and provinces, it is financial support given to any person in need, usually by the money stealers.
3) In other states and provinces, it is financial support given to any person that wants it, also usually by the money stealers.
The welfare systems in some states and provinces makes it difficult to define the word "Welfare", because most of the people using them are bums. It's not that they can't work, it's that they see welfare as a better alternative, sometimes partly because the jobs they are capable of doing don't pay as much as the welfare cheques do.
