used to describe someone as an idiot. you are saying they were dropped on their head as a baby. this is used jokingly as you don't actually mean they were dropped on their head, but just a way to call someone stupid.

guy1: dude! what was wrong with that guy! he was a total dumbass

guy2: i don't know. he was probably dropped.

guy1: yea, probably.
