It's not what parents think, as these two despicable criminals should stay in jail for eternity due to their unthinkable behavior of theirs that they have been teaching to kids ever since 1995. A somewhat light buzz, usually from alcohol, that one would keep for an extended period of time while just kickin' around ones home or during recreational activity. The term does not refer to getting totally wasted, but may very well lead to it.
