A person overly obsessed with furniture that is meant for sitting, so obsessed as to forcibly take them from others with out permission.

Alternatively can mean a person who steals another person's identity and hides their own under the alias of chairs. (May or may not have switched a few letter to be more original)

Looks like one of those cleptochairs has been at work.
