A cuff wheel is a steering wheel that has a very small diameter and was originally designed for race cars. The more modern designs are known a cuff wheel because they make it possible to drive while wearing a pair of handcuffs. Even though having to drive with handcuffs on is not common it is definitely not outside of the realm of possibility especially when you take into account the crazy number of reasons that cops will lock you up nowadays.
I almost got hit in a crosswalk yesterday when some dude driving with a cuff wheel came flying through a red light because the police were chasing him.

When a pizza delivery driver helps himself to a slice of a customers pie while out on the road. He then spreads the remaining slices in a fashion that conceals the removal, but upon close examination there are gaps between the remaining slices, resembling cardboard "spokes."
