They assure or promise a specific course of action(s) shall be completed. However the action(s) are not initiated and/or not followed up on as promised when one loops back to the person/organization for a progress report/update(s).
Resulting in undue delays and/or negative consequences especially time sensitive issues.

I contacted Life Works for an update on the referral(s) I requested and was informed by the Lip Yapper the referral(s) were not initiated.

My Lip Yapping co-worker always wants to have every Friday off so trades shifts with everyone. They always say its urgent and will take any shift they trade, but always finds a way to only take shifts that suits their schedule.
