1. A person that acts like a retard/extremely weird due to alcohol and/or drugs

2. A random person you just met awkwardly in/outside a bar and/or on the street, that follows you around even though they are not invited. This is due to excessive drug/alcohol use/no friends

3. The name you give the person following you around since he/she is so fucked up and never introduced themselves.
