An automobile mechanic who incorrectly attempts to improve a poor running engine by repeatedly revving it up attempting to blow out carbon build up on the spark plugs, rather than performing a proper tune-up with new spark plugs.
Anyone who revs up an automobile engine neutral gear over and over again with the hood up attempting to improve it attributes is know as rev-tuning an engine. A rev-tune is no substitute for a tune-up with new spark plugs.

To throw one's car into neutral and push down on the gas pedal hard while still rolling in order to rev one's car up without increasing the speed of the car. This act is usually done to show displeasure with another driver or pedestrian.
