The reason the Swagger Clause exists in competitive Pokemon matches.
It is a Steel/Fairy type Gen 6 Pokemon that looks like a key ring. It is #707 on the National Pokedex. It can have the ability Prankster (Gives priority to status moves) or its hidden ability, Magician (steals held item of a Pokemon it attacks)

Guy 1: Why can't I use Swagger in Uber format?
Guy 2: Blame Klefki. It can use it to make the target hit themselves 50% of the time with +1 Attack to hurt themselves with more damage. With Thunder Wave, it can make the target unable to move at all another 50% of the time. If Evasion Clause wasn't a thing, It could use Double Team to make itself even harder to hit.
Guy 1: Gee, I can't imagine getting my ass swept by that key.
