1) If you hear someone say "hey oh" you have to say it back.
A greeting.

2) When someone says "hey oh" in a large group of people, everyone has to reply by saying it back.
Usually used jokingly after something raunchy is mentioned.

Example 1:
Person 1: (name)!
Person 2: hey oh!
Person 1: hey oh!
Person 2: whassssssuppppp?!

Example 2:
Person 1: She talks shit behind everyone's back.

An internet "meme" originating from a video showcasing audio clips of both the Family Guy character Joe Swanson greeting his neighbor, Peter Griffin, as well as Swanson screaming enthusiastically while witnessing an action film featuring Steven Segal, as shown in the Family Guy episode "E. Peterbus Unum".
