n. One who makes rapid fire, outlandish declarations as a statement of fact. Typically a low IQ individual who has zero self awareness to the absurdity of their statements. In the slim chance that one of their several thousand proclamations actually come to pass, they suffer severe elbow tendonitis from slapping their own back.
