IIt is very similar to Beer Goggles: A condition induced by alcohol where the eyes see the opposite gender as more attractive than they really are.
However, instead with White Guy Goggles, due to a man simply being Caucasian, women of other ethnicities will see this person as more attractive than they really are.
This is very SCARY for a lot of non-Caucasian females: are you dating someone who is in fact, ugly? The test, ALWAYS ask your white female counterparts.
