A company or an individual that that does obvious damage to the environment without seemingly giving a shit. A loser that pollutes.

You are driving down the highway and some a-hole is blowing black smoke out of his muffler - the smoke is so thick there is no way he can't notice that he's polluting the environment.

If you have children in the car, rather than scream obscenities, you would just call him a polluzer.
