In its original context, scumbag referred to a condom or "rubber." To call someone a scumbag was therefore considered a real putdown, meaning vile or worthless.

Overuse of the word in that context has virtually changed its meaning.

Then: He put on a scumbag before he fucked her.

Now: You dirty filthy scumbag.
