As it is to meme toxicity, it's often used by the rare, more mature and correct users, to have a laugh based on other's inclinations at that moment in time or generally speaking.
It can also improve outcomes, by simplifying every nasty thing that one had to say to the other, with the mighty, all-encompassing expression: "Fok." - it carries a thousand words of resentment, mother insults and more, all in 1 word. Therefore, it becomes more something to laugh about and be less specifically upset over the conflict, infantile insult or "joke" at hand. It can replace more linguistically complex insults.
