A term best used to refer to something that is slow, but not too slow. It is a fast slow, but not fast. The fastest that "slow" can get.

Damn man, this CD is uploading razor-slow!

Watch out, it doesn't take long to get hepatitis, it's not razor-slow!

slow jerk

A phrase used when something turns you off. Instead of being able to quickly beat it, your jerk gets slowed down because of a stupid comment or disgusting premise. Akin to an "eye roll" and often accompanied by a slow, masturbatory gesture.

Girlfriend: "We should totally see the Nutcracker when it comes to town!"

Me: "Ugh, slow jerk"

Slow Cosby

A relationship in which one party agrees to sex in order to stay with the other person, but without actual desire or pleasure derived. Usually out of desire to be in a relationship, and fear of being alone, as opposed to any desire to stay with that specific person.

In my country, we call a slow cosby, "love."
