This pertains to an elderly person that has way too many rugs in their home. They have them in unneeded places like where there is already carpet, or too many close together on a tile/wood flooring.There should on average about 4-5 rugs in a house depending on size but they far exceed that number. They also most likely have a cat(s) and/or bird(s). This is someone you know like a grandmother or aunt. They do not realize they are rug nutty until someone points it out.
