When somebody in a group wants to announce that they are not pleased with something or somebody they utter these words to have their dissapointment known by the rest of the Group. Although it is not a serious term, and is used in somewhat of a joking matter. It would not be used for a serious matter like a car accident or a death in the family.

For instance: Somebody in your group takes a bong rip and forgets to clear the chamber. Somebody will say "Fuck RICK!" Even if the offender's name is not Rick. Also Apllicable to when somebody drops a Roach or Coughs Their Hit.
