To give some Context on the specific scene, The MC of the show, Shoyo Hinata, called his senpai, Yuu Nishinoya, a horny tornado because he ran and jumped on the girl he had a crush on, Shimizu Kiyoko, who is the manager of the volleyball team that both boys play on.
