procrastinator

A person who says they are going to do something but they don't.

Other another one is that a person who says they are not prude but really they are just scared to do anything with a guy or girl and when they have all the guys or girls they could have sex with but they do not.

My cousin Bryan is a procrastinator but really he is prude.
