Government

Elite ruling body of a state, territory or country who believes they are doing good by their people by oppressing them with often times pointless laws. This ruling body makes rules or laws that they expect regular citizens to follow with threat of monetary fines or jail time; however, Government officials almost always have loopholes for themselves that is often times exploited by this elite ruling body for monetary gain and to continue their rule of power.
Prior to nationwide announcements and lockdowns associated with the COVID-19 pandemic, US Government officials used their privileged knowledge to prevent monetary loss in their stock market portfolios.

The United States Federal Government continues to oppress their population with The War on Drugs by refusing to reschedule Marijuana. Although 24 of the 50 states have fully legalized marijuana, the federal government continues to oppress their population with clandestine laws.

Government Work

A Lowest Bidder's or Military Grade standard of consistent and adequate, but otherwise unimpressive work, without the quality of a competitive market. A done job. Not well done, but done.

This can also apply to imprecise but likewise adequate usage of deadly force with too much time and budget constraints to perfectly avoid all collateral damage and casualties.
Person 1: The rifle can just barely hit a watermelon at 500 yards's distance.

Person 2: It's not a sniper rifle. That sort of accuracy is more than accurate enough for government work.
