Refers to the selfish act of using flattery, coaxing, or other social pressure to get others to give you rides (i.e., "be your wheels") for free.
I appreciate friendliness and honest compliments from others as much as anyone, but I always have to look out for wheel-wheedlers.

Frequently used in the military, even for the most mundane of tasks.

Especially applicable when the search to copy someone else's work requires more work than actually doing the work yourself.
