'the shades' is what you call police/guards in north cork, Ireland.
Maybe people use it elsewhere in Ireland too but I do not know.

To be disoriented. Term is derived from baseball, when shadows covering the field make it difficult for batters to gauge the speed of pitches.
My friend was totally batting in the shade when he was trying to order a drink after he spilled the last one all over the bartender.

When I woke up in that guy's bed, trying to find my clothes on the floor was like batting in the shade.

Jack Of All Shades

If somebody wears far too many pairs of sunglasses, often even indoors, they are considered a Jack Of All Shades.

They're likely to combine the two aspects of owning far too many pairs of sunglasses and wearing sunglasses far too often, just as regularly in a sunny atmosphere as in winter, at night time, or indoors.
