By sending the user to read the manual by these only 4 letters, the engineer wishes to convey the message that he is busy doing more important things than taking the time to write a complete sentence, as well as helping users of its product whose use is often obscure, but in reality he is often trying to debug his program while scratching his balls. Engineers using that term are often Christians and call important manuals for each technology "Bibles".
