In debate short for Plan Inclusive Counterplan. The affirmative team proposes a plan, and the negative team refutes and says the plan is a bad idea. A PIC is this shitty thing lazy teams do where they say that we should do the entire plan except for this one little thing and spend their first speech, the 1NC (first negative constructive), whining about how that thing is really, really bad.

The team read a PIC that said instead of destroying our nuclear weapons we should put them on the moon. (thats an actual argument made about nuclear war)
