A phrase that can be used in place of any English word when you can't think of what word you're looking for, when you don't have a particular word in mind, or in place of a bad word. Can be used as a noun, verb, adjective, adverb, or full sentence.

Noun.
Those guys are nothing but a bunch of wamby pambies.

Verb.
All you have to do is wamby pamby this thing over here.

Adjective.
That wamby pamby dog peed on my foot!

Adverb.

A book, or series of books, by Jeff Kinney about a self-centered middle school boy named Greg Heffley and the funny situations he finds himself in. The story is told with a combination of words and pictures; something between a novel and a comic book.

Any age can enjoy Diary of a Wimpy Kid. I'm 20 and I like it, the elementary school kids in my neighborhood like it, my teenage sister likes it, and my dad likes it.

Originally coined from a Carol Burnett Show skit circa 1967, in which she played a Transylvanian gypsy with speech issues. One of her sons was a Vervolf, the other was a Wampire.
