Police officers that patrols certain beaches on bikes wore a vest that said PO in huge blockletters on each of their chest. which means “Police Officer.” they usually ride around in group of two's.
when they stand around you read the word "PO" "PO" across their uniforms.
In modern times it means any law enforcers.

The term Po Po comes from the early 60's during the cold war between the U.S. and Russia.....it was a slang term referring to the investigative officers who worked for the Politbureau....the highest power in the nation.......Politbureau Police or Po Po's as agents for the U.S. and Britain were highly respected for their investigative and policing skills as well as how someone could be made to disappear when they needed it. Many of the older terms for police stem from code names and secret speak words starting back in the late 40's just after WW2 finished and the secret agents were starting to come into play on all sides.
