It is most often used with children and rebellious teenagers, but it can be done to adults, traitors, religious criminals, etc. It might be completely shaved, shaved in patches, deliberately cut sloppily, pulled, twisted tightly, pulled out by the roots, permed, used to restrain the person, unwanted accessories added, or objects glued or taped in. The goal is to either make the scalp hurt or to make the person's appearance ugly and humiliating.
