An over-grown version of mutton-chopps, that if it weren't for the disposable razor wide patch of skin on the chin, would be a full beard. Usually grown by over-weight, know-it-all assholes with minuscule penises.

Topper Chopper

This is very similar to a topper, one that will try to top anything you say or do with something they have done better. However, a Topper Chopper is someone that will chop a person down if they can't top them. Once they feel they are being out-topped, they will turn to trying to degrade you, rip you and insult you in any way possible, showing they are better than you.
