Rule-up is another term for the word Grown-up
The word rule comes from the fact that they are the ones who are in charge and make the rules
And Up comes from the fact that they are an adult and older and have more power

The reason why the teachers are the ones in charge and get to decide the rules is because they are a Rule-up
