Florida opinion here. 'Chico' is mainly a FLORIDA slang and specifically a South Florida slang. Hispanics in California/West Coast/Texas do not use it. It has origins among the Cuban American community in Miami and the Greater Miami area. However, today, it's used in South and Central Florida to refer to a Hispanic man or boy in general.
