Mostly used as a verb. Scraping coca*ne or any powder form dr*g so hard your tearing up whatever is underneath because you want every last pebble.

Could also be used as a noun to describe someone who just looks shady, like they may do drugs, like he may have an STD, and doesn't comply with consent.

Ex 1 : Dude was scalfin that plate so hard with his debit card he broke the plate!

A insult to somebody you very much have passionate hate for, a normal insult would be to 'suck a dick' but that is not good enough instead you call them a dick spilf meaning they should put a dick in a roll and make that dick.
