A lady walks past a man in the street, the man turns to check the ladies bottom out as she passes. The man is then 'eye bumming' the lady, or violating her with his beady eyes, and can legitimately be referred to as a 'eye bummer' from then on. The unfortunate lady has been 'eye bummed'

Its when you look at someone in the eyes, and you can just tell that there is nothing there, or they just look right through you, like you're prey.
