German adjective for a person or behaviour who/which can be perceived as affectionately teasing and sassing in an amicably and/or intellectually and/or socially and/or sometimes also erotically stimulating manner. So in the sense of "pöbeln" (engl. scolding), but in a charming and fun way, which can aim below the belt and make use of irony and sarcasm and deliberate misunderstanding for the sake of humorous communication and making each other laugh; can also be used ironically for someone yammering about the same topics or situations again and again.

Er ist heute wieder pöbelig, er zieht mich die ganze Zeit lustig auf.
