A term, usually used by programmers or people who make a living on computers, referring to a person who may know very little or nothing at all (hence the 'tard'), about something technological, (hence the 'techno').

I know right, this individual is using python 2 when it is clear that python 3 is far superior to the afore mentioned python 2.

In ways Marx couldn't have imagined, a technotariat of hardware and software are taking the jobs of more and more people today.

Technological + Retard = Techtard

1. Someone who is so "technologically challenged" that they shouldn't be allowed within a 10 mile radius of anything electronic.

2. Someone who often misinterprets/gets confused with IT Support's suggestions/advice. Most Helpdesk operators would rather watch paint dry than talk to these users.
