Such scooters often lack turn signals or lights, impede conventional vehicles and put the operators and others at risk. This type of scooter is a stupid scooter--hence, a "stooter".

When a individual is acting as if they where to be on drugs, but are clearly sober. So when someone is acting like a dumbfuck or even just being a small hint of a annoying, you can use the word Shtooted. It can hold hella wait or it can mean nothing at all and be a harmless joke. Very versatile.
