A car that purposely slows down (especially in the fast lane) to impede you from passing them either on the left or right. Cars often use this maneuver while "passing" tractor trailers and moving the same speed or slightly faster than the trailer to slight the driver (s) behind them.

Yeah I was trying to pass and came up behind this car and soon as I was about to pass, he started sandbagging me for 3 miles.

The building of additional protective infrastructure around a couch fort. Couch forts being predominantly made of pillow and potentially mattresses, thus sandbags would theoretically be made of apple pies. Popularised by the Melbourne Fort Builders Anonymous society.
