when one has exausted all resources and is reduced to the insane condition of toting a small travel bag, aimlessly riding buses, selling plasma, nodding-out in public libraries, standing in welfare lines, eating in soup kitchens, walking in a dream, sleeping in shelters and parks, worrying about the next fix, and knowing that going to jail is a step up on the social ladder.

Dude, maybe he's homeless because he's mental, can't care for himself, and nobody cares.

Homeland Security

A federal agency established after 9/11/2001 to carry on the work of the terrorists. They help us fear nature by taking over FEMA and diverting funds that would have been spent on hurricane relief to equip meter maids with assault rifles. Constant reminders to "report suspicious behavior" to the police have made us fear each other and criminalized social anxiety disorder. Thanks to their fine efforts, being too shy to ask a girl for sex is now as likely to get you investigated as asking a girl for sex.

Wal-Mart Homeless Guy

This term is most commonly reffered to the guy on the sidewalk off one of the exits out of a wal-mart parking lot. He carries with him a pathetic character, usually a dog, old clothes, a sack or backpack, and, lastly, a sign that sometimes has words spelled wrong, consisting of phrases such as Work for Money, Need Help (well duh!), or Need money for food (this is most common, and most likely means i need money to get alcohol or else i might sober and do something with my life). Most people, usually pass this person by, knowing he won't do anything but spend their money on beers at the tavern, and be back out on the sidewalk in a day or two. The real assholes just buy them food, and piss the homeless guy off.

I saw that Wal-Mart Homeless Guy out there again, and almost felt bad, but then i realized he has no motivation, and will buy drugs or alcohol, so I just decided to keep my money, and use it on things of accomplishment not pity.
