In the vBulliten software, there's a reputation system that increments and decrements depending on the type of reputation received. Users will either give or take away points by approving or disapproving with a post's content. Green bars represent a positive reputation while Red represents a negative reputation.
negging or getting negged occurs when a user takes away reputation points from another user. Often happens when users shitpost/troll/etc.

If you are in a bar and you approach a girl, she basically knows you want to sleep with her. You have to somehow convey that you didn't come for sex. So you are talkative about something even more interesting than her. The only thing from you that can make a 10 notice you is if you show her she doesn't matter to you in the slightest... that is a NEG.
A Neg is a negative remark wrapped in a back-handed compliment.

To Neg a girl you can try:
"You are nearly as tall as me. I like tall girls (LIFT). Are those heels 4 or 5 inches (DROP)?"
OR
YOU: "I don't think we should get to know each other."
HER: "Why?"
YOU: "I think you are just too much of a NICE GIRL for me."
HER: (whatever, it doesn't matter because she will try for you now)

Actually, Definition #2 is a misnomer.
A neg is not a light insult wrapped in a compliment, nor is it being mean for mean's sake.
The real definition of a neg (straight from the horse's mouth): A neg is active disqualification. It shows that you aren't hitting on a particular woman and don't have interest in her *at that particular moment*. You're not being mean, per se, you're telling her that she does not meet your standards of attractiveness.
It isn't a direct comment, either. When you're engaging a group you can "toss it like a pebble" at her or towards her social circle.
Many, many guys use this the wrong way, and end up leaving people with a bad taste in their mouth. To be used by licensed professionals, only.

A standard neg:
"You and I would never get along. We're too similar. You'd never take my sh*t, and I'd never take yours."

"Hey, did you hear about that new movie?"
"What movie?"
"Negative?"
"Yeah that one."
"Oh, sorry haven't heard of it. I didn't go to the premiere, so now I'm deaf."
