a male or female that rarely uses their head to make decisions, instead using their nether region to make the decision for them, causing you to need to remind them they're acting with their dick, and not their head. Also can be used to get your friends attention.

*Yells at friend to get in car to leave*
"Hey, dude, we going!"
*Friend doesn't respond
"Foolio! Let's go!"
