1) to be completely,utterly and fabulously done up for some event/occasion

2) to be completely, utterly and ridiculously fucked up. Something that's unappealing because it has been through too much stress/work.
-is often times pronounced "to' up."

1) That girl be lookin' so fly tonight. She is tote up.
2) That girl be lookin haggard just like this party, yo. This place is tote up.
