Turn up means to get intoxicated to the point that you're so loose that you just act crazy.
If you went out and had a few drinks and laughed all night....you simply got drunk. You did not turn up lol Then again the phrase got so big that it's being used for almost everything now which is fine. It's another phrase that'll soon die out like the rest of them. Lol
