A rude, manner-less ass that stands and stares at you while you eat your lunch. Comes in a verbal and non-verbal form. The non-verbal form being much more creepy as they just stand and stare without saying a single word.

Jack: "I was eating my lunch at my desk today and Chuck came in and just stood there and stared at me...I hate that!! WTF?"
