A person whose level of flakiness (i.e. unreliability, undependability, fickleness, etc.) is so extreme that it borders on magnitude of mental retardation.
First he says he'll call me right back, which he doesn't. Then he begs me to go out last Saturday only to bail out when I call him when he's late. What a flaketard!

Flake Artist

Someone who skillfully and willfully escapes pre-existing plans with friends or associates (see flake). Able to wriggle out of plans no matter how soon the event approaches with a perfectly sound excuse. Also characterized by the tendency of a person to ignore phone calls or text messages close to the time of said plans.
"Krystal and i were supposed to go bowling last night, but she didn't return any of my calls or texts. What a flake artist!"
